well have you assessed your diet?
If. . .
you revise your diet and control your portion sizes (which means look at canada's food guide and look at the group you fit into and eat the amount that is listed) and do regular excersize or excersize the area that you wanna target
Then. . .
you should get the type of results that you want. For more muscle build you can eat a bit more protein, but this all depends on your body.
Depending on your body's metabolism you will loose the weight at a certain rate and consuming extra calories won't help.
but of course , this is a longer process then just getting surgery but it is also the healthier way. Scars and health problems can be lifelong depending on your body.
The most amount of weight that is safe to loose in a week is 2-3 pounds !! ( as i remember it to be)
Um, not to be too personal, but, do you actually appear to have breasts...? There is a condition called gynecomastia, in which (perfectly manly!) men develop real breast tissue as they become adults.
The bad news is, the only way to get rid of is is surgery; a man with gynecomastia can't exercise breast tissue away, any more than a woman can.

decline chest presses and if that doesn't help; they have plastic surgery for that and it is common.
