The advice I give to anyone is to locate a copy of a book called Looking Good in Print, it's a book on Desktop Publishing. It doesn't teach any specific program it simply teaches the elements of good design and more importantly what not to do. From there you can pick what tools you want to work with and start with a html editor till you grasp that and move on to scriptng and (possibly) imbedded apps.
A great place to start is www.w3schools.com


They provide the basics of HTML/CSS/Javascript which should get you started.





After you've learned a little HTML/CSS, google ';css layout'; to get started with your first website layouts.





Many designers create their website concepts in Photoshop or similar and then write the appropriate HTML code.
